I've had good luck with ActiveState perl, at www.activestate.com.
It just installs in the usual windows fashion, and comes with a perl
package manager to get modules. The version I have is perl 5.8.

I've found the modules I need there from active state and in the
perl package manager myself, all recent, but YMMV.
