David,
We can have another argument in the same fashion if you want to.

I worked as professional film critic for more than 10 years and I am still going 
to the major festivals. 
Both of you are right.
Clear and consistent style and themes are okay, but this doesn't make you
a good filmmaker per se. 
To be a good filmmaker you need to make good films also :)
Or least certain parts of a film must be good enough. 
Story, working with the actors, technical, marketing, ...

The current cult worst director is btw. Tommy Viseau with "The Room". 
This is so bad that it is legendary already. http://en.wikipedia.org/wiki/The_Room_(film)
I believe he is german. With Uwe Boll this makes two.
