Simple.  You call Enterprise.  They'll pick you up, and drive you to the local
office, where you drop them off and finish the paperwork.

Or, you rent with the nearest Hertz office, and they will generally reimburse
your cab ride to the office (up to a limit).

Dunno why this would ever be considered a problem.
