Not quite that obvious. The last 3 years (00-02), YAPC::NA had a nice
proceedings book distributed to all participants. YAPC was inexpensive in
each of those years, so having printed handouts doesn't necessarily make a
conference expensive.
Use of academic, rather than corporate, settings is probably crucial, as is
not paying the speakers.
