[Wellington-pm] Connecting to Perl repository

Hmm, Maybe it's a Telecom problem - but it seems to be a reasonably long
standing one, but very intermittent. The weird thing is, I don't encounter
it say from the Auckland Uni repository

The weird thing is, it's not as if my Internet connection is flaky. All
other services have been available...
