well, I guess many others in Vienna.pm also have a better picture :-)

it is quite a lot of work, indeed. you should at least have an idea 
regarding the venue and do at least an approximate budget. most of the 
rest is just writing a decent proposal document, which shouldn't take ages.

starting from 2010, all the proposals are being published here:

so there is a lot of "prior art" to study. and eventually copypaste :-)
