[tpm] Telephone question "The customer you are calling cannot receive incoming calls"

We have oeople associated with phone companies. Any idea what that message
means?

I've been making a lot of phone calls for the Olivia Chow campaign, and
hearing it a lot.

Does the person have their cell turned off? have they gone deaf? Translate
into English for me!!!!
