[tpm] skinning the TPM site

Apparently I volunteered to skin the site.  :)  Does anyone have any preferences?  Something along the lines of these would probably work without altering the layout of the current site too much:

Of course, the graphics would need to be swapped out with something more Toronto/Perlish. Doesn't have to be a template from the site cited above, but it does need to be something ready to use.
