Yes, as a matter of fact, there are:

*  Test::Unit and friends
*  Test::MockObject

Both are available at your local, neighborhood CPAN mirror.  I recently 
used both of these modules to build a test suite for an outbound email 
application, and another for an INI-file parser module.  I highly 
recommend them.
