On Mandrake Linux 9.1/ppc.  

[breser at titanium breser]$ perl cmdline aaaa bbbb
 before:
cmdline=perl\0cmdline\0aaaa\0bbbb\0
stat=perl
 after:
cmdline=perl\0cmdline\0aaaa\0bbbb\0
stat=perl

Perhaps, there is a kernel component to this..
