SPUG: Module::Signature install problem

It seems that Cpan has changed lately some where around version 1.75.
Whenever I install a module through CPAN, I keep getting this message.
CPAN: Module::Signature security checks disabled because Module::Signature
not installed. Please consider installing the Module::Signature module.
So I try to install Module::Signature. Many modules later I run into this
problem.
CPAN.pm: Going to build I/IL/ILYAZ/modules/Math-Pari-2.010500.tar.gz
Did not find GP/PARI build directory around.
Do you want to me to fetch GP/PARI automatically?
(If you do not, you will need to fetch it manually, and/or direct me to
the directory with GP/PARI source via the command-line option paridir=/dir)
Make sure you have a large scrollback buffer to see the messages.

Can't fetch file with Net::FTP, now trying with LWP::UserAgent...
Well the install never gets what it wants. I tried visteding the site and I
do not get connected either. Just wondering if I picked the wrong time of
day or did the site every work? Also does anybody have a work around or does
it just not matter and live with the message?
