If you are really on the cheap, and you don't mind sharing
with others, Portland has two AYH Hostels. Both of them
are located well within good bus access to downtown where the
con is located.

One of the hostels is on Glissen and about 20th Northwest, and
the other one, which is my favorite, is located in about 28th and
Southeast Hawthorne.

Any search engine will pop up more details if you use portland
oregon hostels for the search criteria.
