SPUG: Perl virtual machine browser plugins

Creation of real-time dynamic web sites seems to be a rather disparate
process with java and javascritp on the client side and Perl on the
server side. Are there any Perl byte code run time virtual machine
plug-ins for browsers? What is the most integrated dynamic web
development environment currently available?
