SPUG: ANNOUNCE: Inline 0.40 Major Release

   > I am pleased to announce the release of Inline-0.40.

Congratulations to Brian and his Merry Band of Outlaw Programmers.
This is a *major* achievement. One that I hope we will soon see
in the core distribution.

In fact, I think it's *so* significant that, in honour of this release,
within the next month I'm going to break my strict "Pure Perl"
code-of-ethics and release a C-based module implemented via Inline.
