yes-

i played around with DPAN a bit recently.  the goal was to create an 
internal mirror of cpan + some extra private modules.  i found that mcpani 
(http://search.cpan.org/dist/CPAN-Mini-Inject/bin/mcpani) was an easier 
package to work with for that particular use case.
