I used ActiveState Perl on Windows. And you can embed perl code inside your 
HTML page, like you do javascript. So when someone clicks on a button, you can 
run your perl code, which performs a system() call to an external program (if 
ya like)

And you dont need a server.

I use this technique to build simple interfaces to command line programs (for 
the non-techies). 

i dont have the code off hand, so im not much help now.. but i promise to 
post it tomorrow. :)
