fyi, below is the response I got from asking the Python group who to contact at SDCOE. They provide an excellent facility. As you can see, the contact question isn't answered yet, so I'll try to find that out.

Currently, SANDPYT is using one of the meeting times for the Linux
Programming Study Group, a SIG of the Kernel-Panic Linux Users Group (that's
how we show up on the kiosk out in front of SDCOE).  KPLUG is itself a SIG
of the San Diego Computer Society .  AFAIK, it's the SDCS that has the
arrangement with the SDCOE, so you may want to investigate becoming a SIG of
SDCS.  The plan for SANDPYT is to become a SIG of SDCS in our own right,
which requires that we have officers (2 I understand) in SDCS.
