1. I am attempting to debug and modify a program written by someone else for
whom I am doing a job. Thus I do not have the luxury of a work-around.

2. The goal: The first perl program runs the second perl program and then
returns to finish running the first program. No values are passed.

3. Server issues are red herrings. I can't get it run on the dos command
line.
