Learning Perl & CGI:

I imagine it would be cheapest and fastest to have a personal
webserver in my laptop. The laptop has Windoz-95. At the meeting
last week I asked about this and was told to try Apache. In my
search I found some documentation, but didn't know enough to
figure out what to download.

If a personal webserver for Windoz-95 is impractical, I suppose
the alternative would be a CHEAP service provider that has CGI
and Telnet. Any suggestions who?

If the above routes are not the way to go, what is?
