If you want "realtime" email, instead of the daily digest you will have to
explicitly set that in the dashboard.

By default digest is supposed to be off, and I verified that in some
mailman dashboard view.  However I was still getting the digest so I
emailed salem-pm-request at pm.org with help in the subject/body.  That led me
to another view in the dashboard that I set to opt out of digest mode.
