[rochester-pm-list] Perl 5.6

I put it on one of my computers (Windoze 98 SE).  So far I have noted no
differences whatsoever.  Mostly the changes seem to be focused on
internationalization and the inclusion of unicode in Perl's source code
and data (like string compare operators).  I have never done anything
with all that; hence, no differences.
