status of ebxml standard

Hello:  What is the status of the ebxml standard at this time, and, 
specifically, is it a RAND standard?  If the answer is yes, is there a 
responsibility on the part of W3.org to make available a list of those 
standards that are RAND standards for public view?  Communications are an 
important part of your work, and your site at this time doesn't lend itself 
to clarity, if I may comment.
