Failing that process (often), I like to use Quanta or Vim in *nix,
Crimson Editor in Win32.  Also, Gnome Desktop's basic Text editor has
syntax highlighting , line numbering, and opens fast.  

Now, none of the above are IDE's by definition (save for Vim perhaps),
and likely you're looking for auto-completion, debugging, etc.  In this
regard I tried Komodo once, and found it to be very nice.
