Namespaces are first-come.  There is no approval process..

Perhaps you would find http://prepan.org/ useful.

Are you asking because you have an account, and uploaded, and it didn't get
indexed?  Or are you just curious?

Once you have an account, an upload will be processed within minutes and
present on the search engines within the hour.
