I work for a small webhosting provider.  As such I am somewhat in tune
with the hosting scene.  I would plug my own operation but we aren't
focused on perl hosting. From this list I would say dreamhost for
shared hosting, and slicehost for VPS.  Slicehost acts like they are
much bigger than they are which is a standard practice in the biz.
Always talk about your colo's data facility like it's your own.  This
doesn't nessisarily make them any better, or worse than the other guys
though.  The important part is what level of service they give you,
and how well designed their software setup is.  From a little DNS
digging it looks like their data center is this [1]
