Tags.  The most dominant organizational tool on the web.  Tags, like
democracy, are the worst form of organization except for all the other
alternatives.  Let's add them to CPAN modules.

One of the major problems with CPAN is that the module name has to be all of:
unique, short and also help find the module.  This is too much.  The name is
also hierarchical and hierarchies are a poor way to model the world.

So lets add tags to CPAN modules.  Its as simple as putting:

  tag: [www, robot]

into META.yml and then convincing search.cpan.org to read that.
