[Pdx-pm] Which midnight?

According to <http://conferences.oreillynet.com/cs/os2006/create/ 
e_sess/>, OSCON proposals are due "Midnight (PST) February 13,  
2006".  The humane interpretation would be "in the middle of the  
night which straddles February 13 and 14".  Another possible  
interpretation is 2006-02-13 00:00:00, coming up in a couple hours.

Which is it?
