[Pdx-pm] Perl Development on Windows

I know someone who's going to be doing Perl development on Windows. It's
not something I know much about because thankfully I haven't been on a
Windows box in many years. Can anyone offer suggestions on how to make
this as good as possible? They'll be pretty new to Perl.

It looks like there are several versions of Vi/Vim that can be used on
Windows, and Active state has some tools too. Any intelligent comment on
this prospect would be appreciated.
