Looking for a local ISP

My current provider doesn't allow any scripting of personal Web directories and doesn't offer Web hosting.  I'd like to find a (cheap) ISP that allows CGI/perl scripting, and if possible, doesn't require you to buy a domain.  

Any recommendations?
