Maybe try changing
<template match="/" >
to
<template match="//item" >
and change
TITLE="<value-of select="/rss/channel/item/title"/>"
FILE="<value-of select="/rss/channel/item/enclosure/@url"/>"
to
TITLE="<value-of select="title"/>"
FILE="<value-of select="enclosure/@url"/>"
(not tested)
