[Omaha.pm] RCS in a perl script?

It's tempting to write one myself:
1: the script copies the file to be edited somewhere temporary
2: spawns an editor on the original file
3: waits until the editor exits
4: do a diff of the original and new copies
5: prompts for a description of the changes and by whom

Anyone seen something like this?  I guess I could write one to meet my
meager needs, but I'm always looking for geekier ways to try things!
