That is a common way to do it, and it might be because it works
in more mail readers. I really don't know, I don't write MIME
generators and don't worry about what is actually out there. I
do know that is how it is *supposed* to work. The RFC
documenting this feature includes a very similar example:

But mine is a complete image in two lines of base64, while that
one is a mere fragment.
