You are correct.
I've found Mailman a pleasure to use for this list.
Easy to set up and easy to maintain.

Here's a snip from the Perl Mongers FAQ
for running a successful Perl Monger's group.

I don't know anything about the system administration side.
But Mike does and I see he has posted on this thread.
