experience:

The developers should come from a Unix Scripting background, and have
previous work experience creating Perl Scripts with mod_perl for Apache on 
a Unix/Linux platform.

Additional experience which would be a nice bonus are:

Experience with Web client programming using libraries such as LWP
Experience with CGI scripting using CGI.pm
Experience with Object-Oriented Perl; thorough knowledge of OO concepts
Experience with writing database interfaces using DBI
Some exposure to Internet security issues
Experience with large scale Perl development in a team environment (beyond 
scripts)
