APM: PERL5LIB with ActiveState Perl on Windows

I am trying to figure out the library path setup for Perl on Windows.

I believe on UNIX one needs to set an environment variable PERL5LIB.
I don't believe this works on Windows if you are using ActiveState Perl.
Anyone run into this?
