APM: web services

I went to a web-services briefing at IBM today. Fun stuff!
Unfortunately almost all Java :-( 

One thing I heard mentioned was that Visual Studio .NET supports
ActivePerl, which is

and is free. I'm normally a GNU partisan, but, if you need an IDE for
web services, or if you just happen to own VS.NET, you might prefer
ActiveState to "normal" GNU Perl.
