I should point out that lightning talks were started by Mark-Jason 
Dominus at YAPC (2000, I think), and at conferences they are usually just 
5 minutes each.  But since we don't have as large a pool of speakers, it 
makes sense to give people more time, since it'd be really hard to fill a 
meeting with 5 minute talks.
