[mplspm]: Module::Build & Makefile.PL

Ok, I know I should slap myself around for trying to use CPAN.pm to
install Module::Build, especially after last night's talk:

Package seems to come without Makefile.PL.
  (The test -f "/home_dir/jfitzgi/.cpan/build/Module-Build-0.05/Makefile.PL"
returned false.)
  Writing one on our own (setting NAME to ModuleBuild)

  CPAN.pm: Going to build K/KW/KWILLIAMS/Module-Build-0.05.tar.gz

But on the presumption that people who don't read the docs are going
to pull the same bonehead move, would it be an idea to put a Makefile.PL
in there, just to help with bootstrapping for people so very used to typing
perl -MCPAN -e 'install foo'?
