MCPM: Authorization Layer

Hey Andy,

Looks pretty close to what we're talking about.  At least a start to it
anyway, I haven't played with it yet, but the perdocs pretty much explain
the concept.  

Looks like we would have to write some frontends and backends.

We'll have to take a closer look.

There is a new posting to CPAN called Aut, which seems to cover a lot
of what Steve started talking about.  The readme tells you nothing
about the project, so you have to install it get get the docs.  

Use the CPAN module to install it, the Aut module grabs stuff from all
over to make it work.
