Perl on RHEL has been pretty badly implemented in the past.

My suggestion:
download perl 5.14.0 tarball, extract, configure and install into 
/usr/local/ or /opt/ or something, and set your PATH appropriately.
Then setup cpanp to auto-install dependencies and use a reliable local 
mirror, and run:
cpanp i Task::Catalyst
