No, because "#-46" is only a "commemorative" day. "The module distinguishes
between two types: holidays (and half holidays, some companies give a half
day off) on one side, and purely commemorative days (just names for certain
dates) on the other side." (SB).  "-7" is not a working day.

The RHS doesn't look consequent. Isn't the first supposed to be "-46",
without the hash?
