i asked clinton about this on irc moments ago and he said:

also, i'd suggest cross-referencing with C<man perldelta>. perldelta is
the definitive list of what's new in this perl version. gsar also did a
nice pretty version of this for perl.com at the time of 5.6.0 and
5.6.1's release.
