朗報ですよ。ActiveState 社長の Dick Hardt さんからメールが来まして、以
下の条件を満たせば契約なしでCDを配って良いとのお許しを得ました。

1. You only hand it out only to attendees of meetings
   CDはミーティングの参加者のみに手渡すこと

2. On the CD the ActiveState prominently appears
   CDには、ActiveState(のロゴ?)を目立つように表示すること

3. You communicate to everyone that they can get the latest version of 
ActivePerl from www.ActiveState.com
   ActivePerlの最新版は www.ActiveState.com から入手可能であることを、
   (参加者)全員に伝えること

4. You provide us with rough numbers of how many people got the CD.
   CDを受け取ったおおよその人数をActiveStateに知らせること

この程度なら守れますよね。
たぶん再再配布の禁止も言ったほうが良いかと思いますので、お礼のメールの
ついでに確認中です。
