[pm-h] OpenGL in Strawberry Perl

Looking at the release notes for Strawberry Perl 5.20.1.1 (both 32-bit and
64-bit) show that it already comes with OpenGL 0.6703 installed.

If you don't want to install a different version of Strawberry Perl, you
can always grab the portable edition to test with.
