[pm-h] List commentary

I've never had to filter anything except excessive, off-topic job
postings in the time we've had this list. I'd prefer not to start.

Obviously, the list is for Perl programmers in Houston and we can
discuss whatever we want, but personal abuse is not called for.

I really don't want to end up with an exodus from the list because of a
few messages.
