[pm-h] Perl "Many Core Engine"

The author of this thing recently engaged the "Quantified Onion"
mailing list*, and the results are pretty interesting.

I have not fully digested all that it does, but it seems like a really
nice option saturating the available cores on a machine without
f**k'ing.
