[hbpm] Puzzle

Here's a puzzle of sorts.

A line of Perl code fell off the dining room table
and was shattered.
The letters ended up all over the floor.
Somehow in the confusion,
all the space characters were destroyed.
Noone knows how many there were originally.
(And noone cares.)
Some anal-obsessive nerd (me) has
organized the letters as follows
with the hope that someone
will reconstruct the line.

Your mission, should you accept it,
is to reconstruct the line
for the anal obsessive nerd.

Hints:
1) It is known that the original line
was simple enough
that everyone on this mailing list would
be capable of reading it.
Trust me on this.
2) That's 5 special characters including
two single quotes and no double quotes.
