[Hardware-pm] Website Hello World

We have a website at least we are incubating one.

The mechanics are in place to let hardware.pm.org be served from the
github organization perl-hardware.

If you have a github account come be a member.

If you are github averse we will accommodate you soon as best we  can.

If you are doing anything with hardware and perl I encourage you to
add a repo for it.
