Requirements:

University degree in public administration with specific expertise in
civil service budget and financial management of public administrations.
He/she must have at least 10 years of professional experience, some of
which must have been acquired in Nigeria or any other African country.
He/she should have:

1                                 Previous experience in
institutional/technical support projects.

2                                 Good knowledge of governance and
poverty-reduction issues.

3                                 Good knowledge of state
administrations in Nigeria.

4                                 Knowledge of database and software
development will be an advantage.

1                     Coordinate cross-cutting activities between states
and facilitate implementation.

2                     Prepare programme estimates for the federal
component of the programme and supervise presentation of annual
programme estimates of the focal states.

3                     Supervise and facilitate the implementation of
programme support for CSOs and the public service.

University degree in Business/Public Administration or other related
fields and at least 5 years professional experience in management of
state institutions in African countries, particularly in Nigeria. He/she
should have:

2.                                           Good knowledge of

3.                                           Good communication skills,
good knowledge of the states of intervention (Abia, Cross River, Kebbi,
Gombe, Osun & Plateau) would be an advantage.

4.                                           Previous experience in
financial management and contract management in large donor's funded
project is required.

5.                                           Knowledge of partnership
(with civil society/private sector). Experience in Africa and
particularly in Nigeria would be a clear advantage.

1.   Establish direct partnership agreements with LGAs (in conjunction
with WSSSRP) and CSOs following call for proposals.

2.   Preparation and presentation of annual programme estimates
according to EDF rules.

3.   Liaise and coordinate with development partners and civil society
at state and local levels.

3. Accountant / Contract Manager (6)

Requirements:

University degree or equivalent in Accounting, Finance or Banking with
at least 5 years of working experience.  Experience of government
administration is an advantage.  The candidate must possess an
additional professional qualification in either ICAN or CPA.  Knowledge
of EDF procedures is an advantage.  He/she should have:

1.                                            At least 2 years of
specific experience in preparation and management of tenders and
contracts.=20

2.                                            Previous experience in
financial management and contract management in large donor's funded
project would be a distinctive advantage.

1.   Keeps all financial records and transactions relating to the
project in the state in accordance with EDF procedures.

2.   Prepare monthly, quarterly and annual financial reports/statements
for the project in the state in line with standard accounting
principles.

3.   Prepare cash flow statement and cash forecasts for the project as
and when needed.

4.   Assist the state project unit to prepare contracts for various
transactions within the project according to EDF procedures.

5.   Liaise with the Finance & Logistic Manager and the Accountant in
Abuja.
