Upstairs, bar "snack" / "lite" food.  No need to book.

Downstairs, proper meals.  Sounds like if you're not too fussed about exactly
when, there shouldn't be too much trouble getting a table downstairs if people
want to eat there.  Anyone who needs to eat at a specific time, may want to
call and book themselves ;)
